In an interview with the IAS officer Anudeep Durishetty, Mr Gupta has stated the idea of writing The Steel Frame A History of the IAS took shape when he was the Chairman of UPSC. As part of trying to build a documentation centre, he started reading about the history of the IAS and the ICS. He found a fascinating story over two centuries about the origins of the service, how its ethos and structure evolved, and what, by constitutional design, its role was intended to be.
